This position is embedded within the City of Philadelphia Office of Children and Families. The Philadelphia Office of Children and Families (OCF) funds Out-of-School Time for approximately 6,500 youth in grades K-12 through more than 150 year-round school based, community-based sites and Parks and Recreation Centers based OST programs. OCF demands high quality OST programming that improves life skills, increases academic engagement and prepares youth for higher education and employment.

The Program Liaison, under the direction of the OST Manager for either Elementary or Middle & High School, is responsible for ensuring the success of OST programs as it relates to OCF’s goals and provision of high quality afterschool programming to youth in the City of Philadelphia. The Program Liaison is an employee of the PHMC but sits at OCF along with the OCF OST program team. The Program Liaison acts as the primary contact for a caseload of key providers across the city, and draws on knowledge and insights gained during provider visits to map and initiate strategic partnerships and relationships with businesses, individuals, schools or other organizations interested in supporting the OST system. The Program Liaison will deliver OCF required trainings, conduct on-site evaluation of programs and activities; determine progress toward stated objectives and standards; and identify problem areas in the delivery of services. The Program Liaison will also provide coaching, resources, and technical assistance and support to OST programs to help programs deliver high quality programming to youth in the City of Philadelphia.  This position interfaces regularly with leadership in order to identify and achieve systems change needed.

Responsibilities:

  • Manage assigned case load of OST provider sites
  • Act as main point of contact for all assigned providers
  • Assess programs for quality, capacity, and adherence to scope of work, health, and safety requirements.
  • Assess program needs and provide targeted resources and professional development to respond to those needs
  • Analyze data to develop quality improvement plans
  • Use data to assess quality improvement plan implementation
  • Conduct health and safety visits with non licensed providers
  • Conduct and document program observations during the school year
  • Raise commonly shared programmatic challenges to colleagues and OST management team and work to develop action plans in response
  • Be main point of contact for all assigned program staff and contracted agency leaders
  • Work with Program Liaison team to design and implement professional development for providers (on-site, workshops, learning communities, roundtables, etc.)
  • Work with Program Liaison team to create curricula and training that supports technical assistance and coaching plans, based on observations and data from professional development sessions
  • Work with Program Liaison team to design and implement trainings that respond to provider requests/identified needs
  • Recommend and follow up on relevant professional development for providers
  • Respond to requests for technical assistance
  • Facilitate learning communities of providers
  • Conduct site visits for OST programs, at a frequency of approximately 3 site visits per week
  • Conduct Site Visits between the hours of 3PM and 6PM at least 3 days per week in community- and school-based Out of School Time programs across the City of Philadelphia
  • Submit site visit reports within one week of each visit
  • Research best practices and distribute information to agencies
  • Demonstrate investment in quality improvement – attend workshops and conferences, participate on committees
  • Work with Program Liaisons to develop presentations and papers at local, regional, and national conferences, and to increase the visibility of OST
  • Assist with the planning and execution of the OCF OST Annual Conference and other annual events including but not limited to Lights On Afterschool, Summer Kickoff, and PBL Cup.
  • Support the annual continuation application or competitive proposal process
  • Contribute to report preparation
  • Provide additional support around specified content areas including training and delivery; literacy; older youth, sports and strategic outreach; professional development; and curricula development and implementation.
  • Perform any other agency-related duties or special projects as directed by supervisor
  • Work with OCF and CUA staff to increase the number of OCF involved youth who attend OST programs
  • Works within the Citywide OST Initiative to influence and improve OST quality across the city

  • Technologically proficient, specifically in Microsoft Word, Power Point, and Outlook

Experience:

  • One to three years of related work experience, preferably with youth programs or in non-profit environment
  • Pennsylvania Quality Assurance System – Certified Instructor or ability to obtain
  • Keen understanding of interplay between program provider experience and mission driven growth.
  • Proven success in meeting and exceeding performance goals.

Education Requirement:

  • Bachelor’s Degree

Salary:

  • Commensurate with education and experience
  • Grade 18
