The Early Childhood Education Resource Navigator (ECEN) links early childhood education (ECE) resources and opportunities with families enrolled in evidence-based/informed public health nursing home visitation models and complementary services. Complimentary services include the Nursing-Legal Partnership, Healthy Homes, Emergency Family Fund and others. Ongoing community engagement is a priority responsibility and consists of in-person site visits as well as remotely connecting by telephone or other modalities given COVID-19 pandemic and new practice protocols. The ECEN utilizes relevant databases to document agency/community connections including agency type, community-based organizations, business and service industries.

The ECEN collaborates with many internal staff and community partners, demonstrating positive communication skills in a variety of settings. The ECEN promotes client/family engagement in best practices for navigating early childhood networks including but not limited to: Early Learning Resource Centers, Keystone Stars, Early Intervention services, Head Start, Philadelphia School District; refers to appropriate resources and promotes ongoing utilization at both individual and community level. On-site responsibilities include supporting staff and enrolled families in knowledge of deadlines, opportunities and client/nurse follow-up to support the connection to ECE and transition to Kindergarten. The ECEN periodically shares role responsibilities and resources at conferences and invited presentations. Other responsibilities are to build-out relevant reports regarding staff/client strengths and opportunities that highlight linkages made, resource type, client utilization, follow-up, and other community factors. The ECEN will work in collaboration with select agencies serving similar populations to share experiences, offer support and review efforts. The ECEN meets periodically with staff and community to highlight educational timelines, opportunities and resources.  The ECEN reports to the Public Health Projects Manager and other senior staff regarding quality improvement initiatives across service lines.


  • Contribute to positive work environment that engages enrolled families organizations, ECE service industries and other entities
  • Coordinate strategies with external agencies to improve outcomes, promote cross-agency support, and avoid duplication of efforts.
  • Provide informative sessions about current ECE landscape.
  • Function as expert liaison with staff and community groups.
  • Maintain data entry and reporting schedule per staff guidance and support.
  • Participate in quality improvement strategies.
  • Contribute to NNCC strategic planning initiatives.
  • Work collaboratively on special initiatives including contracts with education providers/organizations
  • Identify and maintain record of community resources as relevant to ECE.
  • Use motivational interviewing techniques with clients and staff.
  • Commit to improving the education and well-being of those we serve and care about
  • Support on site administrative needs including program related initiatives such as NFP graduations, Group Connections, Community Action Day and others.
  • Assumes other responsibilities as needed.


  • Possess a strong understanding of locally available early childhood education programs, systems, and resources
  • Experience supporting families in selection, application, enrollment, and sustained participation in early childhood education programs
  • Experience delivering effective kindergarten transition supports
  • Possess adequate early childhood education content knowledge to provide training and resources to colleagues and families
  • Values community connections with advanced knowledge of Philadelphia neighborhoods and educational opportunities in early childhood.

Work Conditions:

  • Light to moderate exercise including walking throughout the day, stair climbing, use of transportation services.
  • Use of public transit or private transportation as needed.
  • Local or regional travel as required by funders or senior staff.


  • Preferred minimum of 3 years of related professional experience, including early childhood education; child development; public health; education; nursing programs; family-child health; social work; integrated health systems or related fields.
  • Familiarity with early childhood education and family engagement best practices.  
  • Familiarity of public health nursing home visitation models and preventive health initiatives.
  • Work clearances that include FBI, Commonwealth of Pennsylvania’s Child Clearance, Criminal Check and
    others required by Public Health Management Corporation.
  • If possesses automobile and uses for work related activities, has valid and current driver’s license and automobile insurance.
  • Able to work on site or off site per assignments/commitments.
  • Collegiate education/social work/public health studies.
  • Associate’s degree or higher preferred in relevant field.
  • Continuing education and certificates related to education, social work, communication, public health and others applicable to this position.

Education Requirement:

  • Minimum of associate degree in relevant field from accredited college or university. 


  • Commensurate with education and experience. •
  • Grade 15
