Job Description

Employees in the Philadelphia Department of Public Health HIV Surveillance Unit investigate and review case information concerning HIV/AIDS cases in Philadelphia County. Contact with public and private health care providers, registries, laboratories and the general public to collect information and ensure accurate reporting of data is a significant aspect of the work. The data collected during these surveillance activities is captured in the Enhanced HIV/AIDS Reporting database (eHARS).  eHARS is a nationally utilized data platform that is managed by local health jurisdictions for the purpose of capturing and monitoring new and existing cases of HIV/AIDS.  Ensuring the accuracy and completeness of this data system is essential to the ability of the PDPH to adequately identify, locate and re-engage patients who may be HIV positive. 

Job Overview:

  • This full time position is in the Philadelphia Department of Public Health AIDS, Activities Coordinating Office.  The Surveillance Quality Investigator will be responsible for supporting the work of the Philadelphia Department of Public Health HIV surveillance unit by ensuring the quality, accuracy and timeliness of patient data captured in eHARS. 

Responsibilities:

Employee will also be responsible to support the work of the surveillance unit in working with medical facilities to identifying patients who are HIV positive and disengaged from medical care. 

Duties may include:

  • Updating eHARS with patient information in the database, conducting detailed and systematic data investigations to identify the cause of incongruences and duplications within the patient data system, and performing detailed data related case investigations on selected HIV cases.
  • Reviewing monthly data line lists to determine patient care status,
  • Creating and managing existing excel spreadsheets for tracking patient information
  • Data cleaning tasks and conducting surveillance investigations through reviewing medical records as needed ensure that newly diagnosed patients are identified and investigated in a timely manner.
  • Participating in monthly case conferences with medical facilities to identify recent out of care HIV patients,
  • Supporting communication with the medical facilities through drafting and sending regular correspondence.
  • Ensuring timely updates of monthly data sharing calendars, schedules and other internal communication documents
  • Communicates with medical facilities to obtain updates to care procedures for the purposes of ensuring adequate linkage to care.
  • The Surveillance Quality Investigator will also perform other duties as requested.

Skills:

  • Ability to compile and analyze data to identify public health problems.
  • Ability to communicate effectively and professionally in both verbally and written capacities.
  • Prepare reports and present findings and conclusions in a clear and comprehensive manner both orally and in writing.
  • Employ tact, professionalism, diplomacy and judgment in dealing with sensitive problems and hostile attitudes.
  • Establish and maintain effective relationships with infected individuals, representatives of governmental agencies, physicians and nurses, health care providers, associates and the general public.
  • Ability to maintain confidentiality and privacy of sensitive patient information by complying with established data security protocols.
  • Ability to systematically approach investigating data quality with thoroughness and attention to detail.
  • Intermediate to strong skill level in working with Microsoft Excel and Microsoft Access
  • Familiarity with SAS preferred but not required.

Experience:

  • One year of experience in the prevention, incidence, detection and/or control of HIV diseases and related syndromes in a population is preferred but not required.

 Education Requirement:

  • Completion of a bachelor’s degree program at an accredited college or university in public health, health science or related field.

 Salary: 42,000
