Job Description

RESPONSIBILITIES:
  • Engage in multiple and diverse recruitment strategies and activities to increase available pool of kinship and resource caregivers.
  • Effectively partner with resource parent subcontracting agencies; establish referral process with each subcontractor to link prospective resource parents with a resource home provider agency.
  • Actively track and monitor the progression of prospective resource parents through the certification and licensing process through partnership with subcontracted agencies. Hold subcontracting agencies accountable to provide required status reports as necessary.
  • Ensure that identified recruiting benchmarks are met to meet the services needs of the CUA region. Collect, monitor, analyze and report on recruiting data.  Develop revised recruitment plans as necessary to meet identified benchmarks. 
  • Participate in the development, implementation, evaluation and revision of a Resource Parent Recruitment Plan to meet the specific needs of the CUA. Partner with training/certification staff from subcontracted agencies to implement the Recruitment Plan.
  • Maintain all documentation meeting state, county and CUA standards and best practices.
  • Actively recruit caregivers for various client populations, including older youth, youth with problem sexual behavior, youth with behavioral health and/or substance abuse issues, LGBTQ youth, culturally and linguistically diverse youth, etc.
  • Actively recruit resource caregivers willing to serve as mentors to the child or youth’s permanency family.
  • Participate as a member of the CUA Community Team.
  • Market services to new and existing referral sources to increase resource home applicants. This includes collaboration with the development office to create a variety of advertisements, speaking at public events, and participation in community fairs and events.
  • Attend external committee meetings related to recruitment (e.g. DHS meetings, PCCYFS Recruitment workgroup, etc.).
  • Ensure Compliance with CUA’s policies and procedures regarding confidentiality and reporting suspected abuse.
  • Participate in staff meetings, training, and supervisions as regulated
 Contributing to the team:
  • Participate in regular meetings with staff to ensure priorities are clear, coordination is good and communications are open. Develop additional methods for ongoing effective communication as necessary
  • Cooperate and communicate as a multi-discipline staff team member through formal meetings, informal consultations and committee participation. 
  • Model traits of a responsible team member, executing job responsibilities, open communication, and good follow through; support team members to do the same.
  • Respond promptly to the concerns and interests of the clients, parents, guardians, funding entities and other CUA’s staff. 
Trauma informed behavior:
  • Demonstrate commitment to being trauma informed and maintaining a therapeutic community that promotes safety and nonviolence as the basis for all we do with clients/students and staff.
Administrative:
  • Ensure compliance with all CUA’s policies and procedures, including confidentiality and reporting suspected abuse in accordance with policies and procedures.
  • Follow all documentation requirements; ensure reports are complete, thorough, and timely and follow prescribed format.
  • Prepare and deliver reports to outside agencies as appropriate; ensure reports are maintained in an accessible manner.
PHYSICAL DEMANDS/WORK ENVIRONMENT:
  • Routine community and social service office environment for children and adolescents. Employee may be involved in de escalating client behaviors using approved techniques. Potential exposure to blood borne pathogens. 
  • Ability to independently utilize routine office equipment.
  • Ability to independently travel outside of agency.

SKILLS:
  • Strong knowledge of the foster care system and roles/responsibilities of resource parents.
  • Ability to engage and establish interest from potential resource caregivers.
  • Strong knowledge of the communities within the CUA region. 
  • Ability to travel independently throughout the CUA region.
  • Ability to generate new and innovative recruiting strategies.
  • Ability to successfully recruit resource caregivers for older youth and other difficult to place populations.
  • Strong assessment skills; ability to effectively screen potential resource caregivers.
  • Ability to positively represent the organization, program, and establish realistic expectations. 
  • Knowledge of child development.
  • Knowledge and understanding of the Center for the Study of Social Policy’s Strengthening Families Framework, and related protective factors.
  • Strong verbal and written communication skills.
  • Ability to work as part of a team.
  • Ability to use Microsoft Word, Excel, Outlook and Internet.
EXPERIENCE:
  • At least two years experience working within child, youth and family service systems.
EDUCATION:
  • Bachelor’s degree in Marketing, Communications, or related field.
  • PA Criminal Background Check, Federal Bureau of Investigation Clearance, PA Child Abuse Clearance, and medical verification.
Salary: Commensurate with education and experience.
