Job Overview:

The PS15-1509 Screening, Brief Intervention, and Referral to Treatment (SBIRT) Data Analyst is responsible for managing the data collected in support of the Centers for Disease Control and Prevention (CDC) Project for Comprehensive Prevention, Care, Behavioral Health, and Social Services for Men Who Have Sex with Men of Color at Risk for and Living with HIV Infection (PS15-1509) in Philadelphia. The PS15-1509 project will end on September 30, 2019 with the possibility of the project being extended by CDC for an additional year. The position is located in the Information Services Unit of the AIDS Activities Coordinating Office (AACO) of the City of Philadelphia’s Department of Public Health (PDPH) and reports to the PS 15-1509 Evaluation Coordinator. The Data Analyst will work with PDPH and staff at the provider agencies funded by AACO to ensure that data are collected from provider agency sites and other sources, analyzed, and reported to CDC, funded providers, and other stakeholders. The Data Analyst will also assist in developing and implementing performance improvement processes and provide other support as needed. Please include a resume and cover letter with all applications.  Responsibilities:

  • Responsible for the evaluation and management of PS 15-1509 data with particular concentration on data related to the SBIRT evaluation plan.
  • Perform extensive data extraction, cleaning, analysis and quality reviews from multiple data sources using SAS, Access and Excel.
  • Institute methods of monitoring data submissions for timeliness, completeness and accuracy.
  • Preparation of reports based on these analyses for AACO management and submission to the CDC.
  • Participation in formal and/or informal presentation of findings.
  • Provide technical assistance and training to contracted provider agency staff on research, evaluation and information systems activities and data systems.
  • Performs related work as required.

 Skills:

  • Extensive expertise in SAS, MS Excel, and MS Word are required to analyze data and present reports.
  • Familiarity with MS Access and PowerPoint preferred.
  • Present ideas effectively, both orally and in writing.
  • Ability to multitask and demonstrate flexibility in responding to change.
  • Effective communication and interpersonal skills.
  • Effective organizational skills.
  • Ability to work with people of diverse backgrounds.

 Experience:

  • Minimum of five years of experience in data extraction, cleaning, analysis and compiling reports using SAS.
  • Experience with EvaluationWeb and Ryan White CAREWare preferred but not required.
  • Some experience with MS Access and Excel preferred.
  • Demonstrated ability to work independently, as well as part of a team.

 Education Requirement:

  • Bachelor’s degree required.

 Salary:

  • $49,000 per year
