Public Health Management Corporation (PHMC) seeks a mission-driven individual with experience working with youth to join our growing workforce development and financial wellness initiatives. The Coach will thrive in PHMC's creative, fast-paced environment with people who are passionate about their work. The Job Developer works with the Code for Success team to develop and implement proactive, innovative job placement strategies for individuals entering the workforce. In particular, the Job Developer will understand the local and regional labor market, hiring and market trends, and staffing needs, and create a pipeline of employment opportunities through partnerships with employers. This person maintains frequent contact with program participants, alumni, and partner employers.


Client-Facing Responsibilities:

  • Develops specific job opportunities that match participants' skills, work experience, education/training, and interests.
  • Screens and matches program participants with employment opportunities based on their skills, work experience, hobbies and interests.
  • Assists participants with resume and interview preparation to fit identified employment opportunities.


  • Maintains relationships with existing employers and establishes relationships with new employers to create a pipeline of job opportunities for program participants.
  • Works with the Code for Success team to ensure alignment between participant skills and employer labor needs to meet contractual obligations.
  • Assesses regional labor market on a regular basis to evaluate employer labor needs, job trends, and partnership opportunities.
  • Assesses current and prospective partnerships for alignment of skills and employer needs, and determines how best to build, improve, and/or leverage partnerships to meet placement objectives.
  • Identifies and develops a strategic service plan that serves both the employers' hire and PHMC's placement needs.
  • Acts as the liaison between employers and PHMC workforce development team.
  • Identifies, develops, and/or communicates referral and hiring incentive programs that are effective and engaging to support pipeline of employment opportunities.
  • Schedules daily prospecting/cold calls and face-to-face meetings with employers.

Administration and Communication:

  • Achieves weekly, monthly, quarterly and annual placement goals.
  • Documents, consistently and accurately, in real time, all participant and employer contact, activities and outcomes.
  • Performs other job-related duties and responsibilities that will be assigned from time to time.
  • Participates in case conferences, trainings, and project team meetings.
  • Works as part of a cross-disciplinary, cross-organization project team; has the ability to lead in peer-to-peer work environment.
  • Works with the program team to assist in the delivery of other program activities.
  • Assists with program evaluation by administering evaluation tools, entering participant data.
  • Complete program reports and other written documentation as required.


  • Excellent oral and written communication skills, especially in communicating with clients.
  • Strong youth engagement and positive youth development skills strongly preferred.
  • Ability to handle multiple responsibilities and to work independently.
  • Familiarity with Philadelphia and/or Camden employers strongly preferred.
  • Exceptional interpersonal skills.
  • Superior cultural competence related to race, gender, and sexual orientation.
  • Must be willing to work flexible schedule including some evening/weekend hours as requested.
  • Must successfully pass child abuse clearance and HIPAA certification.
  • Willingness to travel throughout Philadelphia and Camden.
  • Integrity in handling confidential and sensitive information.
  • Ability to understand and adapt to rapidly changing priorities and environments.
  • Bi-lingual (Spanish) is a plus.


  • At least two years direct service experience working with youth, youth experiencing trauma, and/or employment development.
  • Intermediate in Microsoft Office suite, Windows applications, internet and email required, experience with nonprofit database software such as Apricot is helpful.
  • Experience working with LGBTQ youth is a plus.

Education Requirement:

  • Bachelor's Degree in social work, workforce development, financial wellness, or related field.
