Job Description

This is a regulatory enforcement position assigned to the City of Philadelphia’s Department of Public Health, Air Management Services (AMS) Unit. The Specialist resolves violations and collects penalties from violators of air pollution, asbestos, and noise regulations in the City of Philadelphia.  Interaction with violators and their representatives is a significant aspect of the work. Assignments involve penalty assessment, penalty negotiation and collection, preparation for legal proceedings, establishment of settlement terms, and final resolution of violations. Work is performed under the direction of a manager.

TYPICAL EXAMPLES OF WORK:

  • In consultation with the AMS engineering and inspection staff, determines the course of action necessary to resolve outstanding violations.  Reviews case histories, meets with violators, determines fines and penalties, and refers cases to the Law Department for legal action.
  • Confers with violators to clarify the nature of violations and to work out methods for correcting them, determines schedules for compliance, calculates and assesses penalties, maintains contact with violators to determine adherence to schedules, and initiates legal proceedings if necessary.
  • Prepares case documents for cases referred to the Law Department, meets with administrative and legal personnel to explain particulars of violations.  Work with attorneys to determine settlement terms.
  • Writes periodic summaries of cases prosecuted, answers inquiries of violators and the public regarding enforcement actions, and prepares monthly enforcement reports. Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES

Knowledge of:

  • the methods and techniques used in collection activities
  • interviewing principles and techniques
  • business English, spelling, and arithmetic
  • the provisions of codes and regulations applicable to air pollution, asbestos abatement, and noise
  • working knowledge of Microsoft Word and Excel

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE

Education:

  • Completion of the twelfth school grade and an additional three-years of the specific experience listed below OR
  • Completion of a two-year degree and one year of the specific experience listed below
  • Three years of experience collecting fines, negotiating penalties, delinquent payments, taxes, or other moneys due. The experience should include explaining ordinances and regulations, establishing agreements for payment, and following up on collection of bills and delinquencies.

PHYSICAL AND MEDICAL REQUIREMENTS

  • Ability to physically perform the duties and to work in the environmental conditions required of this position.
