The Philadelphia Department of Public Health (PDPH), through its Bioterrorism and Public Health Preparedness Program (BT-PHP), located within the Division of Disease Control, is the lead administrative and planning agency for public health emergency preparedness and response in the City of Philadelphia. BT-PHP is responsible for establishing local public health preparedness priorities, developing and testing response plans, coordinating with local, state, and federal partners, and managing the public health response to real events.  

The Technical Writer will be responsible for developing, reviewing, revising, and maintaining  a variety of written documents, including policies, procedural manuals, and plans related to emergency response activities and specifically COVID-19 vaccination services. This position is full-time, Monday through Friday, with some work after hours and on weekends to support Program activities. The position is grant funded for one year. Continuation of the position is dependent on sustained grant funding.

Specific Duties:

  • Develop written materials to accurately and succinctly document policies, procedures, and plans related to public health preparedness and emergency response activities.
  • Update existing documents, including plans, policies, procedural manuals, and training materials relevant to COVID-19 vaccination services and develop new content as documentation needs are identified.
  • Design, modify, and develop high-quality templates, reports, and other written materials.
  • Create and implement a documentation style guide.
  • Ensure accuracy, clarity, and consistency of documentation, as well as appropriateness for the intended audience.
  • Organize documents and create file directories.
  • Coordinate with the Program Manager and other staff to identify new documentation needs.
  • Work closely with Program staff to obtain an in-depth knowledge of various functions, processes, and activities.
  • Assist with grant writing and reporting as requested.
  • Conduct research as needed.

Related Qualifications:

  • A bachelor’s degree in a science-oriented field from an accredited college or university with an interest in public health or emergency management.
  • 3-5 years of experience as a technical writer.
  • Proficient in Microsoft Office applications, including MS Word, Excel, and SharePoint.
  • Excellent English language skills, including spelling, punctuation, and grammar skills.
  • Self-motivated with the ability to prioritize tasks and complete work on time with minimal supervision.
  • Detail-oriented with excellent organizational skills.
  • Ability to communicate effectively and work with various teams.

Work Environment and Physical Requirements:

  • This is not remote work. This job may require viewing a CRT or VDT screen 50 to 75 percent of the time. The position may require occasional travel and participation in off-site activities. 


  • This position reports to the Program Manager in the Bioterrorism and Public Health Preparedness Program.
