The Public Health Nurse Supervisor provides leadership and oversight to a team of the Mabel Morris (MM) Family Home Visit Program and its Parents As Teachers (PAT) curriculum. The Supervisor assures implementation of PAT in accordance with the national PAT standards and the Pennsylvania Department of Human Services (DHS) home visitation standards, policies, procedures and contract requirements. The requirements include data reports, yearly evaluations, and federal evaluations. 

The Supervisor promotes positive parenting behaviors, healthy children and parent/family well-being. They utilize reflective practice, motivational interviewing, and adult learning principles for MM-PAT staff and colleagues. Advanced skills in mandated documentation and database systems are essential components of the position. The Supervisor plans and oversees the monthly parent/child events (Group Connections). These learning events support child development, family engagement and retention. The Supervisor is responsible for a half-time caseload of MM-PAT families.  

The Supervisor works with senior staff to build and model a strengths-based nurse-and client-centered culture. The Supervisor is a spokesperson and advocate for public health, nursing and preventive early childhood initiatives that support family and community well-being.


  • Provides supervision on twice-monthly basis with each MM-PAT staff member using reflective practice and adult learning principles
  • Supervises a minimum of four Public Health Nurse Educators
  • Carries a half-time case load of MM-PAT families (8 families with approximately 2 children per household). If additional staff are added to program the supervisor’s caseload will be reduced accordingly
  • Works with low-income, high-risk population utilizing the PAT curriculum and home visitation model
  • Demonstrates an understanding of the social determinants of health and their bearing on the Public Health in PHL
  • Possess a working knowledge of Adverse Childhood Experiences and their impact on physical and emotional health
  • Utilizes the Protective Factors Framework to support programmatic outcomes
  • Coordinates outreach for program enrollment
  • Facilitates enrollment
  • Plans and facilitates monthly family workshops (Group Connections) with relevant staff Develops family partnership agreements
  • Maintains open communication with colleagues, clients, supervisors and community at large regarding program services and client needs
  • Utilizes required management information systems including VisitTracker, as well as the state-developed systems
  • Develops and leads regularly scheduled clinical conferences and educational sessions
  • Monitors service documentation, data collection and reporting to the national office of PAT and the Pennsylvania DHS
  • Completes the PAT annual performance review and PAT affiliate reports
  • Facilitates continual quality improvement
  • Prepares for the PAT Quality Endorsement Standards and related documentation
  • Develops and maintains professional connections locally and regionally with a focus on promoting early learning and literacy opportunities for MM-PAT
  • Promotes family awareness of Kindergarten registration dates and processes and supports staff counseling regarding Star 4 or Star 5 day care and Pre-K services

Work Conditions:

  • Minimum of three years’ experience working with vulnerable, urban families in home visitation model using PAT as the curricular foundation
  • Preferred minimum of 3 years of related professional experience, including early childhood education; child development; public health; education; nursing programs; family-child health; social work; integrated health systems or related fields.
  • Familiarity of public health nursing home visitation models and preventive health initiatives.
  • Work clearances that include FBI, Commonwealth of Pennsylvania’s Child Clearance, Criminal Check and others required by Public Health Management Corporation.
  • If possesses automobile and uses for work related activities, has valid and current driver’s license and automobile insurance.
  • Able to work on site or off site per assignments/commitments.
  • Continuing education and certificates related to education, social work, communication, public health and others applicable to this position.

Education Requirement:

  • Bachelor’s degree in nursing awarded from accredited university. Completion of PAT education with PAT certificates in 0-3 and 3-5 years.


  • Commensurate with education and experience.
  • Grade 22
