This position is embedded within the Philadelphia Office of Children and Families. The Philadelphia Office of Children and Families (OCF) funds Out-of-School Time (OST) for approximately 6,500 youth in grades K-12 within a variety of settings. OCF demands high quality OST programming that improves life skills, increases academic engagement and prepares youth for higher education and employment. The Manager of Community-Based & Specialized OST oversees OCF’s investments in K-8th grade community-based settings. Community-based settings include but are not limited to Community Centers, Arts Organizations, and Childcare Centers. Community-based and Specialized OST investments are part of OCF’s approach to meeting young people and their families in their neighborhoods and working to close the enrichment gap.

The Manager is responsible for ensuring the coordination and quality of Out of School Time (OST) programming through leading a comprehensive technical assistance and coaching system that moves OST providers along a continuum of program quality consistent with the City of Philadelphia’s vision for quality; ensuring and advancing the use of structured activities in OST programs; developing and promoting professional development activities for OST providers. The Manager supervises Program Liaisons and is supervised by the Director of Community-Based, Specialized, and Older Youth OST.  


Staff Supervision and Collaboration

  • Supervises: Program Liaison(s) who monitor the day-to-day operation of OST
  • Oversees all contracts with Community-Based Organization or Specialized Programs
  • Works alongside Continuous Quality Improvement team to pilot and model tools including but not limited to Making Meaning of Multiple Dataset events (M3’s) and the National Institute for Out-of-School Time’s After School Program Assessment System
  • Supports OST Director’s work with OST Intermediary, PHMC, to tackle all contracting and compliance matters
  • Supports with OST storytelling, marketing, and mapping OST programs in conjunction with other offices, intermediaries and OST Operations Director
  • Ensure OST providers have access to training, continuous quality improvement tools and use data informed decision making by utilizing the supports of the Manager of Continuous Quality Improvement and Training
  • Support in the development and lead the monitoring of Standard Operating Procedures
  • Convene providers on a monthly basis to review data and share best practices
  • Sets clear vision and approach for team and their role as both a funder and coaching resource
  • And all other duties as assigned by supervisor

Programmatic Duties

  • Check in and monitor sites; ensure appropriate coaching is implemented and documentation is completed to address challenges
  • Monitor Enrollment and Attendance to ensure programs are meeting expectations
  • Regularly convene providers and OST colleagues for training and process feedback
  • Facilitate M3 events for Community-Based and Specialized OST providers and gather applicable data for each event
  • Follow-up on provider action planning
  • Leverage other city or private resources to improve program quality
  • And all other duties as assigned by supervisor


  • Knowledge of principles, practices, methods, techniques, literature and current developments in the field of youth development and with a specific focus on literacy and middle school transition to high school.
  • Demonstrated track record of data driven success
  • Demonstrated experience incorporating youth and family voice into program improvement
  • Demonstrated experience coordinating projects with multiple constituencies.
  • A working understanding of human services, youth development, and current trends in after school and expanded learning programs.
  • A working understanding of neighborhoods and community organizing
  • Outstanding communication and interpersonal skills, with the ability to build authentic relationships with a diverse set of stakeholders including nonprofit staff, leaders, and school leaders.
  • Comfort with ambiguity and ability to thrive in a fluid, entrepreneurial environment; willingness to “roll up one’s sleeves” and extend beyond formal responsibilities based on the needs of the work.


  • Experience developing and implementing data driven programming for elementary school aged youth and middle school aged youth
  • Direct program management experience
  • Project Management and leadership experience.
  • Training and facilitation
  • Direct Out-of-School Time experience.
  • At least five years of youth development experience
  • Working with fiscal and program data to make programmatic changes.
  • Professional experience managing staff and a history of productive and dynamic teamwork.

Education Requirement:

  • Master’s Degree preferred
  • Bachelor’s Degree and a minimum of five years of directly relevant experience.
