This position supervises and coordinates the recruitment, screening, evaluation and presentation of foster parent applicants for approval.


  • The Home Certification Specialist is responsible for managing the process of collecting all required clearances, documents and other information required to certify a foster or kinship parent in a timely fashion, working in partnership with the Resource Home Coordinators and other staff as appropriate.
  • It is also the responsibility of the Home Certification Specialist is to assure that the following activities occur in a high-quality and timely fashion:
    • That all foster or kinship parents are visited in their homes at least once every other month on an on-going basis, in order to provide support, guidance, encouragement and assistance in such areas as helping the parent with expense statements, compliance problems, child-care issues, training, and household maintenance aspects are typical areas that are covered during the routine bi- monthly visits. (Inactive homes are visited quarterly for a compliance review and to update documents.)
    • That, following each visit, documentation is completed on the visit and placed into the relevant foster parent file. If applicable, a copy of this completed form is passed to the child’s case manager.
    • That home visits in connection with foster home screenings are made to check on readiness to start and to give the foster parent initial documents.
    • That the TPFC compliance process for county-referred emergency kinship homes and internal kinship referrals are completed.
    • In any situation in which The Home Certification Specialist is concerned about the welfare of a placed child, The Home Certification Specialist must immediately inform his/her supervisor, the Director of Case Management, and the CUA director.
    • That following each visit or telephone contact with a foster parent, any issues identified are coordinated with the relevant member(s) of TPFC staff. Excellent, clear and immediate communication is the essence of this position.
  • The Home Certification Specialist is expected from time to time to make “troubleshooting” visits or telephone calls to a foster or kinship home in order to resolve particular day-to-day issues. Such issues may be, for example, concern over a child’s sleeping arrangements, a report of poor supervision, the absence of a fire extinguisher, and other day-to-day issues.
  • When a new foster parent receives his/her first placement, The Home Certification Specialist must visit the foster home within the first 5 working days. The purpose of this visit is to answer questions the foster parent may have, to ensure the child is being properly cared for, to advise concerning what expenses can be claimed, to answer questions about policy and procedure, and to generally help the new foster parent in his/her beginnings with TPFC.
  • The Home Certification Specialist is responsible for delivering to each new foster or kinship parent the Foster Parent Manual or Kinship Parent Manual, ensuring that a signed receipt is obtained. The signed receipt should be filed in the correspondence section of the file. The Home Certification Specialist’s role is to ensure that the foster or kinship parent is familiar with the contents of the manual.
  • The Home Certification Specialist is responsible for ensuring that each home continues in compliance with State and City regulations and TPFC policies. Smoke alarms need to be tested on every visit, and The Home Certification Specialist must ensure that fire extinguishers are charged. Fire drills must be carried out at least quarterly and as specified in the policies and procedures.
  • The Home Certification Specialist is responsible for the maintenance of foster and kinship parent files, which must be kept in an orderly and organized fashion.
  • The Home Certification Specialist must ensure that each foster parent attends a minimum of three training sessions per year (6 hours).
  • The Home Certification Specialist is responsible for assuring that annual inspections and re-evaluations of each foster or kinship home are carried out in a timely fashion. This re-evaluation takes place in the month prior to the anniversary date of approval. The re-evaluation must never be done after the expiration of each annual approval. Aspects of re-evaluation include an assessment of foster parent capability, foster parent’s attendance at training, resident's requirements, an evaluation of foster child discipline, punishment and control, and other requirements as laid down by TPFC policy. The Home Certification Specialist is responsible for notifying the foster parent of the upcoming evaluation, and sending to each foster parent the results of the evaluation, together with the approval letter.
  • The Home Certification Specialist is responsible for tracking documents due for each family member on the caseload
  • In cases where a foster or kinship home is out of compliance at the annual evaluation, The Home Certification Specialist is responsible for notifying the relevant TPFC staff and taking the agreed-upon action.
  • The Home Certification Specialist, if necessary, might carry some additional responsibilities, such as having some foster parent applications to handle.
  • The Home Certification Specialist is expected to attend some foster parent training sessions, and may be asked to chair some of the meetings at the discretion of his/her supervisor.
  • The Home Certification Specialist must track and record the placements, transfers and discharges of children within each assigned foster home.


  • The ability and willingness to adjust work hours in accord with client need.
  • The use of a currently inspected car each day, including the possession of current auto insurance and driver’s license, and willingness to serve clients within a 55 mile radius of the CUA office.
  • Proficiency in both Spanish and English preferred but not required.
  • Culturally sensitive to the needs and diversities of multi‐cultural communities.
  • Skills in typing, basic computer operations, Microsoft, PowerPoint, Excel.
  • Strong organizational skills.
  • Knowledge of social services, child welfare and family systems services.
  • Able to work independently, demonstrating good judgment and prioritizing.
  • Must be accurate and detail oriented.
  • Practices good customer service skills in all working relationships.
  • Experience facilitating public meetings, and other public forums.
  • Strong interpersonal skills, respectful, and courteous nature.
  • Strong writing and oral presentations skills.
  • Ability to attend evening and weekend community events and meetings.


  • Previous experience as a foster home recruiter or coordinator required.

Education Requirement:

  • Bachelor’s degree in social work or a related field required; MSW preferred.

FLSA Classification: Non-Exempt
