The Philadelphia Department of Public Health (PDPH), through its Acute Communicable Disease Program (ACD), is responsible for the surveillance, investigation, prevention, and control of all reportable acute communicable diseases in Philadelphia with the exception of tuberculosis, multidrug-resistant infections, and sexually transmitted diseases. The ACD program is made up of disease surveillance investigators, nurses, physicians, and epidemiologists who coordinate regularly with local healthcare facilities, laboratories, the Pennsylvania Department of Health and Philadelphia residents to help prevent the spread of communicable diseases.

The COVID-19 Outbreak Response Nurse Coordinator will take a lead role in working with non-healthcare congregate living settings (e.g., shelters, group homes, etc.) to prevent, investigate, and provide infection control guidance to contain outbreaks of COVID-19. As part of response to COVID-19 cases in congregate living settings, this position will conduct onsite assessments and collect specimens for SARS-CoV-2 testing. When available, it is also expected that the Nurse Coordinator will administer vaccine to residents of congregate living settings as indicated for prevention or post-exposure response. This position will work closely with staff from the ACD and Healthcare-Associated Infections (HAI) Programs on COVID-19 outbreak response. The Nurse Coordinator will also work with Infection Preventionists or staff responsible for infection prevention at facilities to provide advice on best practices and help them implement strategies to contain outbreaks.

This position is full-time, Monday through Friday, with occasional work after hours and on weekends to support Program activities. The position is grant funded for a minimum of one year. Continuation of the position is dependent on sustained grant funding.

Specific Duties:

  • Monitor individual case reports and internal reports to identify cases associated with congregate settings
  • Coordinate ongoing surveillance and investigation with facilities experiencing outbreaks of COVID-19
  • Quickly provide guidance on implementing infection control strategies to prevent the spread of COVID-19
  • Coordinate laboratory testing with public health reference laboratories
  • Provide clinical support for onsite specimen collection and when available, vaccination clinics
  • Work closely with other PDPH programs to connect facilities with materials or support needed for COVID-19 infection control and prevention
  • Participate in meetings with homeless service providers and Philadelphia’s Office of Homeless Services
  • Support outbreak response for COVID-19 in healthcare congregate living settings (e.g., long-term care facilities, behavioral health facilities, etc.) and for other communicable diseases as needed
  • Update and review setting-specific response protocols and educate community partners to ensure readiness
  • Participate in telephone duty during normal business hours in DDC, including receipt of called-in case reports, and provision of clinical or public health consultation or recommendations to healthcare professionals and the general public

Required Qualifications

  • RN or BSN along with clinical experience and previous experience with community engagement
  • Excellent organizational skills, meticulous attention to detail, and the ability to organize and present information effectively
  • Candidates should have strong critical thinking skills, excellent communication skills, both oral and written
  • Proficiency in Microsoft Office applications including Microsoft Excel or similar data management software
  • Experience with respiratory virus specimen collection (e.g., nasopharyngeal swabs) and vaccine adminitstration experience is highly desirable
  • Flexibility, professionalism and the ability to manage multiple projects simultaneously are highly valued attributes
  • Equally comfortable working individually and within a team environment that emphasizes interdisciplinary collaboration in a dynamic urban health department
  • Valid driver’s license is required in order to facilitate local travel for investigative activities

Work Environment and Physical Requirements:

  • This job may require moderate physical effort including lifting materials and equipment of less than 50 pounds and involves viewing a CRT or VDT screen 50 to 75 percent of the time. The position may require some travel and occasional participation in off-site functions. The position requires responding to public health emergencies and at times requires rapid turnaround of communications on short notice.


  • This position reports directly to the Program Manager of the Acute Communicable Disease Program.  

Salary and Benefits:

  • The annual salary is $65,000. This position comes with a comprehensive benefits package consisting of medical and dental coverage, paid sick, vacation, and personal time, and a retirement plan.
