The Program Manager will oversee program operations of workforce development programming for young adults, including coordinating and scheduling program activities and supervision and training of staff. The Program Manager will also serve as primary point of contact for funders and partners, and represent workforce development programming internally with other PHMC programs and subsidiaries, with partner organizations, and with prospective partners.

Responsibilities:

Leadership

  • Establishes and maintains strong relationships and positive communication with funders, partners, and project staff to ensure effective and efficient program implementation.
  • Reviews and integrates new ideas and concepts with Director in order to improve project delivery, content, and/or evaluation for target audience.
  • Participates in grant writing tasks as needed by upper management to develop concepts, and to write and submit proposals to grow organizational initiatives; contributes content expertise for grant proposals.
  • Stays abreast of current resources, research and possible funding opportunities in the areas of youth programming, workforce development, and economic stability.
  • Participates in HPS management team meetings.
  • Represent youth workforce development programming at PHMC at approved meetings.
  • Works collaboratively across PHMC and other agencies/organizations.
  • All other responsibilities as assigned.

Program Oversight

  • Provides daily management of the program activities.
  • Ensures that program deliverables are met as outlined in grant agreements and contracts.
  • Works closely with program partners to ensure programming is implemented with fidelity. Monitors/observes of education courses at least quarterly, assessing quality by conducting and documenting site visits and sharing results with Director.
  • Leads program planning, including programming calendar and coordination of staffing and program activities.
  • Ensures accurate and timely client/program paperwork submission by staff and reviews paperwork before completing data entry.
  • Completes program reports and other written documentation, with review from Program Director.
  • Leads and oversees data entry; cleans data to ensure accuracy to support outcome measurement and reporting; interfaces with evaluation partners.

Staff Supervision

  • Leads at minimum monthly all-staff meetings for youth workforce development programming.
  • Provides at minimum bi-weekly individual supervision to all assigned staff.
  • Hires, trains, coaches, and monitors program staff in implementation of program activities and procedures.
  • Identifies and facilitates uptake of professional growth and development opportunities for staff.
  • Completes program reports and other written documentation as required.  

Skills:

  • Excellent written and oral communication skills.
  • Strong organizational skills, including the ability to prioritize multiple assignments.
  • Strong knowledge of issues related to positive youth development, workforce development, economic stability, and judicial system.
  • Must clear child abuse, criminal history check and FBI clearance.
  • Availability during daytime and some evening hours.
  • Willingness to travel throughout Southeastern PA, southern NJ, and potentially the state of Delaware as well as travel to conferences/meetings requested by funders and/or PHMC.

Experience:

  • At least three years of supervisory experience.
  • At least three years of experience in workforce development or directly related programming.
  • At least one year of experience working with adjudicated youth.

Education Requirement:

  • Master’s Degree in social work, public health, business, or related field.

  • Commensurate with education and experience
  • Grade 19
