GENERAL DESCRIPTION The Philadelphia Department of Public Health (PDPH), through its Bioterrorism and Public Health Preparedness Program (BT-PHP), located within the Division of Disease Control, is the lead administrative and planning agency for public health emergency preparedness and response in the City of Philadelphia. BT-PHP is responsible for establishing local public health preparedness priorities, developing and testing response plans, coordinating with local, state, and federal partners, and managing the public health response to real events. Due to the complex and resource-intensive nature of public health emergencies, extensive planning is needed to ensure that the City is prepared to respond effectively. 

This position will develop and coordinate plans for the ordering, procurement, and dispensing of medical countermeasures to Philadelphia residents and incorporate all elements into the overall Public Health Emergency Response Plan (PHERP). Medical countermeasures include pharmaceuticals, ancillary medical supplies, emergency medical equipment, personal protective equipment and other materials that might be distributed during a public health emergency response.

This position is full-time, Monday through Friday, with occasional work after hours and on weekends to support Program activities. The position is grant funded through June 30, 2021. Continuation of the position is dependent on sustained grant funding.

Specific Duties: 

  • Review, regularly update and expand current public health emergency response plans regarding the distribution of medical countermeasures, including the Mass Prophylaxis and Immunization Plan and First Responder and Essential Personnel Prophylaxis Plan.
  • Work with appropriate stakeholder agencies, subject matter experts and local, state, and federal partners to update and develop plans. 
  • Expand mass medication capacity and readiness by coordinating with the Strategic National Stockpile program and other emergency medication caches and supplies.
  • Coordinate the distribution and dispensing of medical countermeasures with select agencies and organizations that serve a predefined population.
  • Contribute to the development and execution of trainings and exercises pertaining to medical countermeasure response plans.
  • Lead and participate in debriefings after events and contribute to the development of after action reports, technical reports, grant writing, and current City plans. 
  • Work with the Logistics Coordinator to ensure that supplies and resources are available and easily accessible in preparation for large-scale distribution of medical countermeasures.
  • Ensure that the direction and activities of the Bioterrorism & Public Health Preparedness Program are in line with other local, state and federal response plans, and with appropriate local, state and federal laws, rules and regulations
  • Attend local and national meetings on public health preparedness, as needed, to meet the goals of the Program
  • Participate in exercises, trainings, real events and other preparedness program initiatives as appropriate and assist with special projects at the discretion of Program management.

Required Qualifications:

  • A master’s degree in public health or related field preferred from an accredited college or university, with understanding of infectious disease epidemiology, public health preparedness, emergency management or other relevant field 
  • Bachelors level education with 4 or more years of relevant work experience in public health, disaster preparedness, or in a health care setting will be considered 
  • Project development in a health-related field
  • Preparation of public health materials with experience in planning, exercise development and implementation
  • Working knowledge of Microsoft Office applications
  • Attention to detail, excellent communication and organizational skills, and the ability to organize and present information effectively
  • Applicants should be equally comfortable working individually and within a team environment that emphasizes interdisciplinary collaboration

Work Environment and Physical Requirements:  

  • This job may require moderate physical effort including lifting materials and equipment of less than 50 pounds and involves viewing a CRT or VDT screen 50 to 75 percent of the time. The position may require some travel and participation in off-site functions. The position requires responding to public health emergencies and at times requires rapid turnaround of communications on short notice. 

Supervision:  

  • This position reports directly to the Program Manager in the Bioterrorism and Public Health Preparedness Program.
